Joyce Williams, the founder of Armooh-Williams, PLLC, a Virginia-based boutique law firm, is distinguished by her unique cross-border fluency. This rare skill, coupled with her multicultural background and deep international experience, enables her to provide strategic legal counsel at the intersection of global commerce, development, and impact. Joyce guides clients through complex legal terrain across four core areas: International Law and Trade, Business and Corporate Law, Immigration Law, and community economic development.

Joyce has advised governments, multinational corporations, entrepreneurs, and mission-driven organizations throughout North America, Africa, and emerging markets. Her significant contributions include leading the representation of multinationals in transactions exceeding a billion dollars in value. She also led a landmark dispute involving the monetization of sovereign guarantees, tax concessions, and political risk insurance—one of the first of its kind, with significant implications for public-private partnerships and investment risk in frontier markets. Her work has directly contributed to the economic growth and stability of these regions.

Her legal approach is grounded in service, strategic insight, and principled leadership, drawing inspiration from the values of St. Thomas More and St. Ignatius of Loyola. Joyce's strategic and principled approach instills confidence in her clients, ensuring they receive the best legal counsel. Joyce earned her bachelor’s degree in economics from Campbell University and her Juris Doctor from Arizona Summit Law School.
